Why is it that they tell people with high blood pressure to not go into a hot tub? Does the heat not dilate the veins and arteries and drop the pressure??

Joe says:
According to the American Heart Association, "Hot tubs — if not misused — pose no risk to healthy people. People with high blood pressure who have no symptoms should tolerate them well. The relaxing of the blood vessels associated with the heat is about the same as from a brisk walk. Any active symptoms such as chest pain or shortness of breath that would cause a person to avoid moderate exercise would also be a reason to avoid a hot tub."
Many doctors suggest caution. Says cardiologist Dr. Gail Strait, "Alcohol and hot tubs aren't a good combination. Also, moving back and forth between cold water baths and hot tubs can raise blood pressure. If you have high blood pressure, don't do this. In addition, be aware that while a hot tub can dilate blood vessels and cause blood pressure to drop, sometimes that drop happens too rapidly. This may cause a person to faint and run the risk of accidental drowning."
So, my advice is to check with your doctor and be conservative in your actions.
